Tourist infrastructure inevitably gives rise to pollution (domestic waste, vehicle emissions, waste water, paper, energy consumption, etc.), which is particularly problematic in protected areas. Thus the search continues for ways to limit these impacts while also allowing people to access and enjoy these areas.
The LIFE project PROMESSE (LIFE03 ENV/F/000260) produced this short guide, explaining how this issue can be addressed using EMAS (Eco-Management and Audit Scheme), a European certification system that is also a methodological tool for measuring the impacts of a structure’s activities on the environment.

This implementation guide has emerged from the work and experiences of the Latvian LIFE-Environment project “Innovative approach in EMAS II implementation in the local authorities of new member states” (LIFE04 ENV/LV/000631).
EMAS II (Eco−Management and Audit Scheme) provides local authorities with a systematic approach for solving environmental problems and improving environmental performance. This project demonstrated EMAS II in Latvian local authorities to provide a model for other new Member States.
The guide is a tool for the effective dissemination of EMAS II. It sets out the importance of environmental management in municipalities, presents the LIFE project on EMAS in new Member States and provides the practical information necessary for the step-by-step, cluster-based implementation of EMAS II in other countries.
French Eco-technologies and innovation brochure, 2007 - 81 pages
The association ENVIROPEA has published a brochure on eco-technologies and innovation to present the actions and results of the programmes that ran from 2000-2006 and look to the future of the programmes that will run from 2007-2013.
The guide is aimed at all public and private organisations and businesses involved in the support of eco-technologies and eco-innovation to inform and mobilise them around relevant European activities, policies and funding mechanisms.
The brochure is divided into two parts: (1) Presentation of policies, action plans, programmes and support instruments supporting eco-innovation in Europe between 2007 and 2013; (2) Presentation of the projects demonstrating the use of the different community financial instruments during the period 2000-2006.

EMAS Guide for Local Authorities, October 2006 – 185 pages
With this Portuguese publication, the Municipal Chamber of Almada aims to present to all those interested in the process of EMAS certification the knowledge and experiences gained during the LIFE project “Eco-Management Audit Scheme for Local Authorities Environmental Benchmarking” (LIFE03 ENV/P/000504).

This Portuguese brochure prepared by the LIFE project “Eco-Management Audit Scheme for Local Authorities Environmental Benchmarking” (LIFE03 ENV/P/000504) proposes EMAS indicators and benchmarks for Portuguese local authorities. It thereby represents a good orientation for local authorities that aim to apply themselves for an EMAS certification.
